Kiedis is getting confronted about his drug addiction, and therefore, he is telling his close ones that he is trying to choose wether he wants a stable life, or an unstable life.
This sounds like a demand from a drug dealer. This person has his “hey-oh” (i.e. cocaine) but to get it, Keidis has to listen to him. This shows how pathetic he was while under the influence of drugs: he was totally subservient to some stranger instead of doing what he actually wanted to do.
