In interviews Dylan was frequently asked about whether he was really the outsider his songs seemed to represent.
So here he reverses the situation by asking the apparently mainstream Mister Jones how it feels to be on the outside. It is ironic that the apparent outsider of the circus is asking Mr. Jones this. The bone the geek is offering him may be coming from the live chicken he just devoured on stage. Offering him a bone also alludes to the phrase “throw me a bone”, which is a desperate plea for a hint. Of all people, the geek is the only one offering him a bone by reaching out and communicating with him.
