This deserves explanation as a particularly odd example of a rule I followed throughout the lyrics. I tried to represent as accurately as possible the variations in phrasing between lines one and two of each stanza; Dylan is loose with the way he distributes syllables in this song, leading to radically different phrasing between two lines with the same meaning. In this case, “there’s” doesn’t make a hell of a lot of sense, but it’s clearly what he sings on the record.
