Since everyone is still partying hard, she wants to hear some good feedback from everyone. “Hell No” as in response to “We don’t want to leave” would be a compliment to the party
Miley’s exclamation of “hell no” is another line designed to wash away her Disney-clean image. Disney stars don’t curse.
Miley is saying that she is moving on from her past image. Also, if her fans are ready to move on (support, etc) with her then they are “not ready to go home” either.
Kinda sorta reminiscent of the opening scene from The Warriors, mainly because it alludes to “I want it all” self-serving mentality that dominates human nature, a theme that underlies the majority of pop songs.
Because what sells more than sex and excess?
