It seems like Dylan included this chorus at the end of each verse to stop the song from drifting too far off into space. Even though he has dense, allusive verses that often seem cryptic and alien to the listener, a familiar refrain using old blues cliches like this one reminds the listener that they’re still listening to a folk-rock song. Dylan’s employed similar tactics throughout his career.
In addition, there was a W.C. Handy song back in the early 20th century called “The Memphis Blues” that this song may be alluding to.
