Not only is she not legal, but she’s touting her “half year” as if to say: (1) she’s basically legal, (2) there’s a mocking tone here because people tend to identify with “half years” prior to age ten.
This second line forces us to question the speaker: is this an inner monologue of someone trying to convince themselves that it’s okay to take the underage girl home, or is this the want of the girl?
The band is British, where the legal age of consent is 16 years old. I think ‘17 and half years old’ is referring more to the fact that a girl of this age will be very immature, naive and impressionable.
