The remains left chained to the powder war
This is a reference to NAFTA where Zach is blaming it for the increase of drugs in the U.S, the slave labor of Mexican workers, and the loss of American jobs. Corporations moved production to Mexico to exploit “new flesh”, cheap labor. “The remains” are unemployed Americans, many of them Latinos and Blacks, who turned to a life of crime by dealing drugs and going to jail (“chained to the powder war”) thanks to the War on Drugs campaign.
