And tidal waves couldn't save the world
Even if California was literally wiped out by tidal waves it has already done it’s damage by influencing the rest of the world. Like the earthquake line, he once again doesn’t have ill will towards the natural disasters, they are some of the few natural things we have left in this world.
This could also be a reference to the theory that eventually California is going to separate from the continental US and become an island, and then global warming will flood it over.
Some associate this line (and song) with “Aenema” by Tool, which also refers to California drifting away and sinking. Tool seems to think the only cure for California is to sink it, but Anthony doesn’t even believe that would be enough.
The end of the music video depicts an Apocalyptic-like scene where buildings are crashing and the Earth is dividing, which go along with the idea of California being destroyed. But California’s effect will last even if it does get destroyed.
