“Neighborhood #3 (Power Out)” is set in the North American economic boom of the ‘80s and ‘90s. It has been suggested that there was a blizzard in '98 that may have inspired this song, and it’s an interesting coincidence that the end of the '90s was also the culmination of years of economic prosperity and the beginning of a downward turn in the stock market and, more broadly, in the fortunes of the Western world.

Arcade Fire named the album this song is on Funeral partly due to the fact that they lost a number of friends while recording. But those losses sparked a more general contemplation of the contribution of the older generations and how they both affected and were affected by the passage of time in the twentieth century, thus sparking the reflective theming of this song.
