I believe what Pat is saying is that the money that this individual would be paying towards child support is in fact going towards his own personal expenses. It’s a sad situation when you think you’re paying the child support but in reality it’s going to your baby’s mother’s new boyfriend, who is Project Pat in this case.

Pat is talking to his chick’s baby daddy the whole song. Here he’s saying when the baby daddy doesn’t pay his child support on time it’s f*cking with his [Pat] money because the chick gives him [Pat] half.
