This last verse begins referring to different images of dogs. “The man” refers to both an “owner” as well as “the man”, or the system, which prevents people from rising to their full potential.
“Broken by trained personnel” is a play on the term house breaking or teaching a dog how to do his business. In other words, people are broken down and beaten by authority over the course of their lives.
Fitting a dog with a collar and patting it on its back is almost an insult; you take away its freedom while rewarding it for its obedience.
Breaking away from the pack could refer to either a positive or negative break from the rest of society.
